The City Council Planning Committee is a mandatory advisory committee and local board governed by the Planning Act.
It holds the mandatory public meetings required by the Planning Act to allow members of the public to learn more, ask questions, provide comments and feedback on development proposals:
- Official Plan Amendments
- Zoning By-law Amendments
- Plans of Subdivision or Condominium
Note: If you want to support affordable/attainable housing development, this committee and the Planning Advisory Committee are the ones you should watch/submit comments to.
This ensures public involvement in land-use planning decisions. No decisions are made regarding development proposals at these meetings.Â
It is a sibling to the Belleville Planning Advisory Committee, which provides advice and makes recommendations to Council regarding land use, development and community planning.

Meetings
Meetings are held the first Monday of the month at 5:30 pm in Council Chambers on the 4th floor of City Hall located at 169 Front Street, Belleville, ON, K8N 2Y8.
Meetings are open to the public and streamed on Belleville’s YouTube channel.

For each development proposal considered at a meeting, the general order of proceedings are:
- Staff will provide a brief overview of the application;
- The applicant or their representative may provide information regarding the application;
- Members of the public who have registered in advance will be called upon by the Chair in the order in which they registered to make their delegations; and,
- The Chair may call on the applicant and/or staff to provide clarification on matters raised by members of the public.
Following the Statutory Public Meeting, the Planning Department will review the comments received for each application presented.
The Planning Department will then provide a Recommendation Report to the Planning Advisory Committee regarding the application.
Take action
To become an Interested Party for a particular application, you must provide written or verbal comments regarding an application.
Interested Parties receive a notification in advance of when a Recommendation Report will be considered by the Planning & Development Committee and once the Council has made a decision on the matter.
