2023 Q4 By-Name List (BNL) Homelessness report card

Total homelessness within the County is down from the previous quarter by over 10% (11 people).

The decrease in total homelessness is in part due to a stabilization of the impact of policies that had been released last quarter encouraging people to consent to be part of the By-Name List. 

Additionally, although the percentage of people experiencing homelessness that were housed has remained stable at 18%; more people who were housed, remained housed than ever before.  Of the 28 individuals and families experiencing homelessness who were housed this quarter, 100% of them remain housed.  This is the first quarter in which this has occurred.

Chronic homelessness has been increasing since the second quarter report of 2023.  At that time, 98 people were experiencing chronic homelessness. That number increased to 114 people in the third quarter of 2023 and currently sits at 117 people this quarter. Chronic homelessness did, however, decrease in the last month of this quarter.

Over the past three quarters, a slow increase in the overall number of people experiencing chronic homelessness who have moved into housing has occurred.  Additionally, a slow increase in the overall number of people experiencing chronic homelessness who were housed have been able to retain their housing has also occurred.  

Hastings County Community and Human Services (CHS) have developed and maintain a close working relationship with The Canadian Alliance to End Homelessness (CAEH) with respect to their mandate to prevent and end homelessness in Canada. CAEH has provided support with the enumeration process, the mandated By-Name List (BNL) and Coordinated Access in Hastings County.

The By-Name List is a real-time list of all known people experiencing homelessness in our community.  It includes a robust set of data points that support coordinated access and prioritization at a household level and an understanding of homeless inflow and outflow at a systems level.  This real-time actionable data supports triage to services, system performance evaluation and advocacy for the policies and resources necessary to end homelessness.

Utilizing the By-Name List, a report card has been developed.  This report card serves to provide transparency into the data being collected, and to inform our community of the efforts that are being accomplished.  The report card is updated on a quarterly basis.
