City of Belleville User Fees Study Now Available for Public Comment

In July 2023, the City of Belleville initiated a comprehensive User Fees Study on all parks, recreation and culture programs and services.  The study is now completed and available for public comment before it is presented to City Council for its consideration on Sept. 12.

The objective of the User Fees Study was to assess the City’s funding approach for parks, recreation and culture programs and services, including how it should balance taxation-funded subsidization with revenue generated through user fees.  The study includes a comprehensive cost and revenue analysis, benchmarking against comparator municipalities, recommended rate increases and a draft User Fees Policy for guiding future decision-making regarding fees.

The City of Belleville encourages members of the public to review the study, answer some brief questions and provide comments, suggestions and ideas through an online survey by Aug. 23.  The public feedback will be presented to Council for its consideration along with the study and draft User Fees Policy.
