In Fall 2023, Belleville Police Service installed Axon Fleet 3 dash camera systems in 11 frontline vehicles with $206,428 in funding provided by the Ford government’s Automated Licence Plate Recognition (ALPR) Technology Grant. The funding completely funded the technology for 5 years and was available to all municipal police services for one-time funding in the 2022-23 fiscal year.

All recordings automatically uploaded into the Digital Evidence Management System (DEMS).

ALPR systems to match licence plates captured in real-time on roadways to lists of plates of interest, such as stolen and expired plates, plates registered to suspended drivers, and plates associated with missing persons or Amber Alerts where a vehicle is involved. ALPR systems also collect other personal information when they scan a licence plate, including the date, time, and geolocation of the vehicle. As a result, these systems have the potential to be used to track individuals’ locations over time and increase the risk of surveillance and profiling.

Axon Fleet 3
Vehicle Camera Systems: Axon Fleet 3 camera systems were installed in 11 frontline vehicles. This pilot project, launched in Fall 2023, positions Belleville Police Service as the first in Canada to utilize these systems with Samsung mobile devices, improving vehicle-based incident recording and analysis.

In addition to body-worn cameras, we implemented in-car camera systems by Axon. These systems provide continuous recording of the vehicle’s interior and exterior, significantly improving transparency and the safety of those in custody. The front-facing cameras capture detailed footage of traffic stops and other interactions, while the incar custody cameras monitor the treatment and well-being of individuals in the back seat.

2023 Annual Report

Front and rear-facing cameras were installed in 11 front-line vehicles. The front-facing cameras include Automatic License Plate Recognition (ALPR), and all recordings are automatically uploaded into our DEMS. This deployment was fully funded for five years through a provincial ALPR grant, enhancing both operational efficiency and public safety.
