In 2018, Pomax Consulting Inc. was hired to to do an in depth review of the Fire and Emergency Services for the City of Belleville – the “Pomax Core Services Review” for $61,720.00 plus $8,023.60 HST. Fire Chief Mark MacDonald recommended a Protective Services Advisory Committee be formed and the Protective Services Advisory Committee was formed on August 29, 2019.

On March 21, 2025, Councillor Carr responded to former councillor Bill Sandison’s Letter to the Editor in Quinte News:

It was recommended with the presentation of the By-Law dissolving the committee that City Council would monitor the Fire Master Plan implementation versus at a committee level. By the November 13, 2024 Council meeting and the absence of committee meetings over an extended period of time, I determined that it was not worth debating the committee’s continuance, but again, I did not support its dissolution.
