Municipal by-laws are public regulatory laws that apply to a specific area such as vehicle parking and stopping regulations, animal control, building and construction, licensing, noise, zoning and business regulation, and management of public recreation areas. National or regional governments specify what things the municipality may regulate through by-laws.

March 11, 2024 – the updated Zoning By-law 2024-100 consolidates three existing Bylaws:

  • Removal of size restrictions of RVs, boats, and trailers;
  • Numerous mapping updates;
  • More housing options (e.g., stacked and back-to-back townhouses);
  • Improved accessible parking provisions;
  • Increased flexibility for property owners, particularly in the Thurlow Ward;
  • Removal of the Mature Areas Overlay until further review is completed;
  • Addition of a special Loyalist College Zone and Downtown Overlay Zone; and
  • Provisions to protect and carry forward past minor variance approvals.

Traffic

Traffic Bylaw 12967 was created in 1990 to regulate traffic within the corporate limits of The Corporation of the City of Belleville.

Historically, enforcement of this bylaw was primarily complaint-driven, relying on reports from individuals to initiate ticketing. In response to a significant number of complaints regarding overnight parking, Council carried resolution 336-2022 on September 12, 2022. This resolution shifted the enforcement strategy from complaint-driven to proactive enforcement-based ticketing during weekends and overnight hours.
