We were deeply saddened to have learned of the passing of Paul Russell this past weekend.
Paul was a lawyer and served on Belleville City Council from 1968-76. We are grateful for his years of service to our community. On behalf of the City and Council, I extend our sincere condolences to his loved ones during this time.
The flag at City Hall will be lowered this morning until further notice in his honour.
