Belleville is revising its West Belleville (Loyalist) Secondary Plan, a long-term planning strategy for approximately 950 hectares:

  • End east of Wallbridge‑Loyalist Road
  • South of Hwy  401
  • North of the Bay of Quinte

The West Belleville (Loyalist) Secondary Plan (Application #PLOPA20250379) is a long-term planning framework that will guide future growth and development in the city’s west end.

The Secondary Plan and related Official Plan Amendment will establish policies to determine how land can be used – transportation, infrastructure, parks and natural heritage – as development occurs over time. The process includes technical studies, including environmental, servicing, and traffic assessments, are underway to support policy refinements.

The Secondary Plan will align with the Official Plan, Provincial Planning Statement and supporting strategies like the Infrastructure Phasing Strategy.

According to the City, the existing plan is being revised because:

it hasn’t been able to keep up with the rapid pace of change we are seeing in southern Ontario broadly and in Belleville more specifically. People’s preference for housing options have and continue to change with an aging population and increasing housing prices. Developers are responding with increased housing options such as townhomes and apartments to allow for older adults to downsize and first-time homebuyers to get into the market. There have also been changes to provincial policy to encourage a greater mix of housing types and different land uses, as well as increased mobility options to provide residents with alternative modes of transportation to get around their communities. That’s why we’re doing an update to the Loyalist (West Belleville) Secondary Plan – the old plan doesn’t meet our needs, so it has to be updated to better guide growth into the future.

It includes:

  • Over 6,000 new residential units spanning low-, medium-, and high-density formats
  • Enhanced transportation networks, parks, trails, and public infrastructure
  • Balanced mix of commercial, employment, institutional, and recreational spaces

The update is being led by Dillon Consulting Limited under project 2021 D6-9 Loyalist Secondary Plan $715,900.

Deliverables include:

  • Revised land use concept and policy framework
  • Technical reports on servicing, transportation, natural heritage, flood mapping (Potter’s Creek
  • Public engagement to ensure community insight shapes the Plan.
