Public meeting on West Belleville (Loyalist) Secondary Plan April 7

A mandatory public meeting will be held before the Planning Advisory Committee on Tuesday, April 7, 2026 where the draft Secondary Plan and related Official Plan Amendment will be presented and members of the public will have the opportunity to provide comments.

The West Belleville (Loyalist) Secondary Plan (Application #PLOPA20250379), a long-term planning framework that will guide future growth and development in the city’s west end.

NOTICE OF COMPLETE APPLICATION AND PUBLIC MEETING CONCERNING PROPOSED OFFICIAL PLAN AMENDMENT APPLICATION

TAKE NOTICE that a Public Meeting will be held on Tuesday, April 7th, 2026 at 5:30 p.m. in the Council Chambers, 4th Floor, City Hall, 169 Front Street, Belleville, to consider the following applications:

PLOPA20250379 – West Belleville Secondary Plan Area – Application for Proposed Official Plan Amendment This application proposes to amend the Official Plan to replace the Loyalist Secondary Plan with a new updated Secondary Plan including a policy framework and accompanying land use designations for approximately 950 hectares of land east of Wallbridge-Loyalist Road, south of Hwy 401, and north of the Bay of Quinte. A Key Map is available, please refer to Additional Information below for details.

AN APPLICATION CAN BE APPEALED if a person or public body makes an oral submission at a public meeting or makes written submissions to the City of Belleville before the by-law is passed; otherwise, the person or public body is not entitled to appeal the decision and that person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so. Please be further advised that written submissions received prior to the public meeting will form part of the public record.
