2024 Belleville Residential Land Supply report says they are compliant with the Provincial Planning Statement

Belleville’s Residential Land Supply report claims that the municipality is compliant with the Provincial Planning Statement (PPS):

Based upon our Housing Supply Tracker and the Growth Projections by Watson & Associates Economist Ltd., the City of Belleville is compliant with our requirements as stipulated in the P.P.S 2024.

The PPS states that municipalities’ planning departments are responsible for providing housing that is affordable:

Planning authorities shall provide for an appropriate range and mix of housing options and densities to meet projected market-based and affordable housing needs of current and future residents of the regional market area by:

  • establishing and implementing minimum targets for the provision of housing which is affordable to low and moderate income households and which aligns with applicable housing and homelessness plans. However, where planning is conducted by an upper-tier municipality, the upper-tier municipality in consultation with the lower-tier municipalities may identify a higher target(s) which shall represent the minimum target(s) for these lower-tier municipalities;

In 2024, this was changed to:

Planning authorities shall provide for an appropriate range and mix of housing options and densities to meet projected needs of current and future residents of the regional market area by:

  • a) establishing and implementing minimum targets for the provision of housing that is affordable to low and moderate income households, and coordinating land use planning and planning for housing with Service Managers to address the full range of housing options including affordable housing needs;
Section 2.2 (1.) of the Provincial Planning Statement, 2024

Belleville’s Official Plan (2021) states:

The Municipality will accommodate appropriate affordable and market-based housing consisting of a mix of residential types to meet long-term needs. Further, the Municipality is committed to increasing the supply of affordable housing units across the City

Residential Land Supply report

The City of Belleville Residential Land Supply identifies City-initiated projects, Plans of Subdivision (Registered and Draft), Vacant Lands Zoned Residential within the municipality, and tracks redevelopment, infill, and intensification.

In conjunction with the Population, Housing, and Employment Growth Forecast Update (2022) by Watson & Associates Economist Ltd. for the City of Belleville, the Residential Land Supply measures compliance with the Provincial Planning Statement (P.P.S) 2024, which requires:

  1. Sufficient land available to accommodate an appropriate range and mix of land uses to meet the projected needs between 20 to 30 years;
  2. The ability to accommodate residential growth for a minimum of 15 years through designated and available residential development; and
  3. Where new development is to occur, land with servicing capacity sufficient to provide at least a 3-year supply of residential units available through lands suitably zoned, including units in draft approved and registered plans.

The review finds that at the end of December 2024 there were:

  • 1,480 units available to be built in draft approved plans of subdivision or condominium once the related phases proceed to final approval;
  • 451 units available to be built in registered plans of subdivision or condominium;
  • 1,604 units potentially available to be built on vacant lands that are zoned residential;
  • 1,062 rental apartment units constructed or approved since 2019; and
  • 240 accessory dwelling units created since 2019.
