Southeast Public Health (SEPH) is a joint committee and local board formed on Jan 1, 2025 when the Ford government merged 3 public health units:
- Hastings Prince Edward Public Health
- Kingston, Frontenac and Lennox & Addington Public Health
- Leeds, Grenville and Lanark District Health Unit
The Board sets the strategic direction and ensures the organization meets the requirements of provincial legislation, as well as the needs of our communities as required by the Health Protection and Promotion Act.
Governance
The administration and operations are overseen by an autonomous Board of Health. Members of the Board of Health include elected officials from the following municipalities and counties:
- City of Belleville
- City of Quinte West
- Hastings County
- Prince Edward County
- Marmora
- Frontenac County
- Kingston
- Gananoque
- Smiths Falls
- Westport
- Lennox & Addington County
In addition, local representatives are appointed by the Province of Ontario as members of the Board.

Budget
Public Health funding is cost-shared between the Ontario provincial government (75%) and municipal governments (25%):

The municipal portion of the funding is split between the member municipalities of the Public Health Unit based on their share of the population according to the last Statistics Canada census:

The federal government may provide some minor funding and expenditure recovery for specific programs and services such as:
- Contraceptive sales
- Food handler course registrations
- Menactra Vaccine
- HPV Vaccine
- Flu Vaccine
- Seniors Dental Program
