It was supported by the 2021 Development Charges Background Study and will be in effect for a period of 5 years from January 26, 2022 to January 26, 2027, unless changed by council.
Two-stage phase-in schedule
The by-law implemented a structured increase in rates over two distinct periods:
- Phase 1 (incentive window): Effective January 26, 2022, to May 31, 2022 (Rates in Schedule “B-1”) maintained the lower rates for the first 5 months. This incentivized developers to pull permits immediately in early 2022 to avoid the pending hike.
- Phase 2: Effective June 1, 2022, to January 26, 2027 (Rates in Schedule “B-2”) implemented the full increase required to ensure “growth pays for growth”.
For example, the total Urban Area charge for a single-detached dwelling rose from $15,985 in Phase 1 to $24,299 in Phase 2.
