User rate funded programs and services are paid for directly by the users of those services rather than by all property owners through property taxes. These services are intended to be self-sustaining (break-even) with rates set at a level that will cover operating costs.
They most commonly include:
- Water – the cost to maintain and operate water treatment and distribution is funded by households based on the cubic meters of water they use.
- Wastewater (sewage)
- Parking – the cost to maintain and operate city parking lots is funded by the individuals who pay to park.
