Reducing tax increase budget guideline from 5% to 3.75% so Ward 2 increase including Fire Master Plan would not exceed 5%

That the Budget guidelines point 1 be amended so that the overall residential property tax rate shall not exceed 3.75%; therefore bringing Ward 2 residential property tax rates to not exceed 5% including increases generated from the 2024 Fire Master Plan.
