The Official Plan Amendment proposes to introduce a comprehensive Secondary Plan for the subject lands, establishing an over-arching policy framework to guide the development of land uses authorized under the Minister’s Zoning Order (O/Reg. 495/22) issued by the Minister of Municipal Affairs and Housing on October 14, 2022 (the “MZO”).
The report recommends adopting the Black Bear Ridge Village Secondary Plan as an amendment to the City of Belleville Official Plan.
- Purpose: To provide an overarching policy framework that guides the long-term, sustainable development of the site in accordance with the existing Minister’s Zoning Order (MZO).
- Scope: This amendment supports the development of up to 3,049 residential dwellings (including single-detached, townhouses, and mixed-use units), resort accommodations, commercial facilities, recreational amenities, and a network of parklands and multi-use trails.

In addition, the application includes a Zoning By-law Amendment as a housekeeping measure to rezone several small parcels of land that were previously excluded from the MZO, ensuring consistency in permitted land uses.
The report proposes amending the City of Belleville Zoning By-law 2024-100 to rezone specific portions of the Subject Land.
Small sections or “slivers” of land currently zoned as Rural Residential (RR), Community Facility (CF), Rural (RU), and Environmental Protection (EP). These portions are to be rezoned to the Black Bear Ridge Village (BBRV) Zone and a refined Environmental Protection (EP) Zone.
The amendment aims to bring land not originally included in the 2022 Minister’s Zoning Order (MZO) into the BBRV Zone, ensuring consistent land uses across the property based on refined environmental impact studies.
