Belleville accepts $2.4M in federal and provincial funding for Industrial Park Active Transportation project

As part of the 2016 and 2017 budgets, the Government of Canada, in partnership with the province, announced the Investing in Canada Infrastructure Program – Public Transit Funding Stream, with approximately $180 million in federal funding available. The Public Transit stream will primarily build new urban transit networks and service extensions that will transform the way that Canadians live, move and work.

In 2019, two funding applications were submitted under the Investing in Canada Infrastructure Program – Public Transit Funding Stream; the North East Industrial Park Active Transportation and Transit Shelters project in the amount of $3,300,000 and the Purchase of New Buses in the amount of $3,330,600. In March 2020, the City was advised that both the North East Industrial Park Active Transportation and Transit Shelters project and Purchase of New Buses were approved.

North East Industrial Park

This project was originally budgeted in the 2013 Capital Budget (Item #2.06) as North East Industrial Park Upgrades for $5,000,000 to be funded from long-term debt. The first phase of the project (road work) has been completed, and the ICIP application for $3,300,000 was submitted to enhance the Active transportation and Transit facility components of the second phase of this project. Funding contribution components of the application are as follows;

The project consists of the installation of new active transportation facilities interconnected to new and rehabilitated bus stop areas and shelters for the four main arterial roads traversing through the North East Industrial Park of the City of Belleville. Currently, there are very limited active transportation services available to allow access to existing transit infrastructure. This commercial area has a high demand for transit services and active transportation and additional transit shelters and stops will help meet transit needs.

Specifically, the project includes the construction of 3 km of new concrete sidewalk, the construction of 1 km of paved multiuse trail and the addition of 17 new bus stops and 8 new transit shelters. All outcomes will be compliant with the Accessibility for Ontarians with Disabilities Act.

THAT a by-law to approve and authorize a Transfer Payment Agreement, dated November 23, 2020, between Her Majesty the Queen in right of the Province of Ontario, represented by the Minister of Transportation (the “Ministry”) and the City of Belleville (the “Municipality”) related to Funding Provided by the Province of Ontario (the “Province”) to the Municipality under the Investing in Canada Infrastructure Program – Public Transit Funding Stream as referenced in the Accounting Coordinator’s Report No. AC2020-05, be prepared for Council’s consideration; and

THAT the 2020 Capital Budget be amended to add $2,419,800 of additional funding, for the North East Industrial Park Active Transportation and Transit Shelters project, with funding coming from the Public Transit Funding Stream – Public Transit Funding Stream Grant.
