The Asset Management Plan outlines the City’s infrastructure including roads, water and wastewater infrastructure, transit vehicles, parks and more. The plan specifies the actions required to continue providing the current level of service with these assets in a cost-effective manner, as well as managing the associated risks.

A review of the Asset Management Plan is done on an annual basis to ensure that the proposed levels of service align with the expectations and needs of the community.

In June 2024, Council approved the 2024 Asset Management Plan – Current Levels of Service which identified that just over $1.105 billion (inflated) would be required to address infrastructure needs over a 10-year period to maintain the existing levels of service being provided by the City. As part of the 2025 Capital Budget development, Council approved the City’s first iteration of a 10-Year Capital Plan and financing strategy in alignment with the City’s current levels of service and financing recommendations as illustrated in the 2024 Asset Management Plan (AMP).

The City is required to have an approved 2025 Asset Management Plan – Proposed Levels of Service publicly available by July 1, 2025, to report on both current and proposed levels of service, and their related costs.

The City is soliciting community feedback through an open survey prior to seeking Council endorsement of the finalized proposed levels of service, ensuring the 2025 Asset Management Plan is aligned with community expectations.
