A Reserve & Reserve Fund Policy and report reviewing Belleville’s Reserve Funds by researching other municipalities’ targets and assessing the City’s funding requirements found that the following reserve funds are considerably underfunded:
- Tax Rate Stabilization Reserve Fund by $6.4M
- Asset Management Reserve Fund by $38.2M
- Sanitary Sewer Reserve Fund by $24.7M
Staff recommended consolidating the balances of 19 reserves into other reserve funds:
