Belleville Police Board’s hasn’t filed Collective Agreements as required by the CSPA

Update: The Board confirmed on December 19, 2025 they had submitted copies of the agreements to OPAAC, and in doing so the Chair "consider this matter closed". They did not provide a copy of the agreement as requested by a member of the public and resident.

The Belleville Police Association and the Belleville Police Services Board (BPSB) negotiate a legally binding “collective agreement” every few years to determine the salaries and benefits of the sworn, civilian and senior members of the Belleville Police Service (BPS).

The Community Safety and Policing Act (CSPA) requires Police Service Boards to file a copy of any agreement with the Ontario Police Arbitration and Adjudication Commission (OPAAC) by emailing a copy to [email protected]. The Act does not specify a specific deadline for filing a collective agreement, but requires that the agreement be filed “promptly”.

The 2026-2029 agreements for Belleville Police Service (BPS) were signed by all parties on September 25, 2025 and as of December 16, 2025 – almost 3 months later – BPSB has not filed the collective agreements with OPAAC.

In addition, OPAAC has not received copies of the following collective agreements for BPS (see OPAAC’s list):

  • 2018-2019 (Senior)
  • 2020-2022 (Senior, Civilian and Uniform)

This comes at a time when the Police Board is requesting a very large increase (15%) to the police budget in their 2026 Operating Budget.
