There is a 36.5 hectare vacant farmland property on the west end of Belleville at 195 Avonlough Road between Quinte Christian High School to the west and Avonlough Rd to the east, Potter’s Creek to the north and the CP railway to the south.

It is the site of a subdivision design proposed in 2022 by 2663925 Ontario Inc. / 2566531 Ontario Inc. through RFA Planning Consultant Inc. consisting of 695 units named “Village of Avonlea”, including:

  • 260 single homes
  • 36 semi-detached homes
  • 91 townhouses
  • 68 horizontal multiple attached homes
  • eight low-rise apartments
  • 96 units
  • 3 high-density apartment complexes with 144 units.

RFA Planning Consultants Inc. acted as the Project Manager and Planner for the subdivision, stating that it “will result in 700 low, medium and high density residential units”:

Timeline

Belleville extends approval for Village of Avonlea by 2 years

Belleville approved an extension to a draft approval of the subdivision.

Council approved the draft plan on May 9, 2022 with a series of conditions that needed to be met, including a condition that the approval would expire on May 9, 2025 if all conditions were not satisfied. The owners of the property could request an extension within 60 days before the expiration date.

Since the 2022 approval, new owners have taken over the property with a report to council stating that the new owners engaged with an engineering consultant and are currently undertaking a technical review for Phase 1 of the development.
