The 2025 Belleville Economic Development (BIQ) Year-End Review report by the Economic Development and Building Department outlines a strategic shift toward a more data-driven and proactive economic landscape for the City of Belleville.

Focused on the pillars of Invest, Grow, and Thrive, the report highlights major infrastructure advancements, significant workforce engagement, and a record level of interest from external investors and local businesses.

Program updates

  • Launch of the Belleville IQ website
  • Prosper Belleville Manufacturing Business Retention and Expansion: The Prosper Belleville Manufacturing BR+E has been recognized provincially as a best in class project in Economic Development with staff speaking at key economic development conferences including the Ontario East Municipal Conference (September 2025) and the Economic Developers Council of Ontario (EDCO) conference in February 2026.
  • Northeast Industrial Park (NEIP): Detailed design was awarded in Q2 2025. Construction is slated for 2027, with serviced development sites expected to be available by 2028.
  • Development Charges (DC) Policy: Council amended the by-law to remove industrial exemptions from DCs, introducing a new incentive program and an Industrial Community Improvement Plan (CIP) to offset the change.
  • Investment Toolkit: A $75,000 project (supported by $25,000 in Rural Economic Development funding) was launched to streamline the permitting process for developers.
