In a deputation, Hilary Murphy of Taskforce Engineering provided an update to Belleville’s city council on the progress of the firm’s Memorial Marketplace development which had been delayed by the pandemic.
Due to environmental contamination found at both the Royal Canadian Legion Branch 99 and Memorial Arena sites, plans to add a residential component to the upcoming Memorial Marketplace have been removed.
If the development of these lands were to be residential, which is considered a more sensitive land use from an environmental perspective, the site at minimum would require a record of site condition and quite possibly significant remediation to accommodate the more sensitive land use

After a two year hiatus due to COVID, Memorial Marketplace developers are mulling over two alternate development plans alongside the redevelopment of the former Memorial Arena:
- Parking lot
- Boutique hotel
In both scenarios, the Royal Canadian Legion Branch 99 would have to be demolished.
The Legion property has not yet changed hands and that means no work can be started on the sites until that is done says Murphy, no later than February 2023.
