Report APS-2025-45 prepared for the City of Belleville Council provides a list of the residential development projects that received Official Plan or Zoning By-law approvals between 2021 and 2025 but have not yet proceeded to construction.
As of late 2025, there are 24 approved applications representing a total of 2,107 potential housing units that have not resulted in building permits or construction. The majority of the projects are stalled because they are waiting on the developers who have not yet submitted site plans, or have not applied for building permits.
The following table breaks down these unbuilt units by development type:

- Village of Avonlea (695 units) – approved May 9, 2022, extended on April 28, 2025 for 2 years
- Osprey Shores (661 units) – approved Official Plan amendment April 25, 2022
- Porta (25 Old Bay Bridge) (302 units) – rezoned on November 10, 2014, Holding (H) Symbol removed on March 27, 2023, rezoned on March 11, 2024 and rezoned on April 13, 2026
- Ben Bleecker (137 units) – rezoned the north property into 2 on February 13, 2023
- Towncentre Place (95 units) – approved November 13, 2024
