The purpose of this meeting is for Committee Members to formally hear and receive public comments. The intent of this statutory public planning meeting is to receive public feedback, evaluate comments and incorporate a response within a recommendation report from staff.
A question was raised regarding the Traffic Impact Study (TIS), specifically in relation to provincially controlled roads and whether the Ministry of Transportation (MTO) had provided any comments. Staff advised that the MTO had responded with no comment, as the matter falls outside of their jurisdiction.
A committee member inquired about financial responsibility for any required intersection modifications. Staff advised that discussions with the MTO on this matter are ongoing.
The committee further asked whether the Black Bear Ridge Village development could proceed without the intersection changes, noting that many of the modifications may involve the addition of turning lanes. Staff indicated that the peer review of the TIS will clarify the timing and sequencing of the required intersection improvements relative to the development.
Given the projected build-out over several decades, a member requested examples of other large-scale secondary plans for comparison. Staff referenced developments in Wellington, Prince Edward County, and Belleville’s Potters Creek (a nine-phase project) as similar in scale and approach.
Staff also advised that the economic impact study prepared by Watson & Associates is expected to be presented in the fall.
