Council has been working with the Belleville Agricultural Society to relocate from their current location at 240 Bridge Street to a location north of the 401. At this point, there will be an opportunity for the City to redevelop the Bridge Street lands. Part of the redevelopment will include a future Belleville YMCA facility and a redeveloped Curling Club facility. All additional lands will be developed in the future in alignment with the needs of the community including potential residential uses and mixed uses (commercial and residential).
To change the current land use (Open Space) for the property to a more sensitive land use (Residential), a Record of Site Condition (RSC) is required.
Cambium Inc. has completed a Phase 1 Environmental Site Assessment, a preliminary Phase 2 Environmental Site Assessment for the property and are currently undertaking a subsequent Groundwater Sampling Program. Through the completion of these assessments, the results indicate that volatile organic compounds (VOC) impacts are only present in a portion of the site.
As such, to facilitate the Record of Site Condition application process with the Ministry of Environment, Conservation and Parks (Ministry), the most effective approach is to split the property into two Record of Site Condition parcels: the Risk Assessment (RA) parcel and the remaining site consisting of the future YMCA lands. The intention is to expedite the Record of Site Condition for the lands consisting of the YMCA to facilitate a community focused development in a timely manner. Once the expedited Record of Site Condition is obtained, the remaining surplus lands included in this parcel will become more viable and attractive to future purchasers to support a rezoning to residential or mixed uses.
The Risk Assessment parcel requires completion of a Risk Assessment as part of the Record of Site Condition to mitigate risks associated with identified contamination. The Risk Assessment will be completed following contaminant delineation which will lead to developing a draft Certificate of Property Use (CPU) to ensure that the risk management provisions are consistent with those outlined in the Risk Assessment.
As part of the reallocation of the Belleville Agricultural Society, the Old Fairgrounds Site requires investment to prepare the property for sale; including a site servicing study and Environmental Site Assessment. As part of the funding strategy of this project the proceeds received from the redevelopment of the Old Fairground site will be utilized to fund the new development. To date the City has committed a total of $64,599.84 to the project funding with $3,935,400.16 of the available budget remaining.
