Belleville waives $3.6M in development charges for industrial property and properties in the Central Business District

As of December 31, 2023, Belleville had to account for $3.6M in additional unbudgeted development charge waivers (reductions in revenue) to the budget:

The City processed an additional unbudgeted industrial Development Charge (DC) fee waiver and three fee reductions for properties under the Central Business District in accordance with Development Charge Bylaw 2021-201. Similar to past DC waivers, these will be funded by the Tax Rate Stabilization, Water Service, and Sanitary Sewer Reserve Funds, respectively.

This was due to the following optional exemption policies in Belleville’s Development Charge Bylaw:

  • Industrial proprieties do not pay development changes
  • Residential development located within the City’s Central Business District (CBD) receive a 50% reduction
  • Commercial development charges are waived for commercial development within the Belleville Downtown Improvement Area (BDIA)
