2025 Belleville Development Charges Update Study

The 2025 Development Charges Update Study was approved in the 2024 Operating Budget (D4-5) for $125,000.

The City is preparing a new Development Charges Background Study, which will support the creation of a new five-year D.C. By-law to replace the existing By-law 2021-201.

This study evaluates how growth will impact infrastructure and community service needs over the next several years and recommends updated development charge rates and policies in accordance with the Development Charges Act, 1997.

The new D.C. By-law will incorporate:

  • Input from the development industry;
  • Results of the City’s Infrastructure Phasing Strategy, which outlines servicing needs across 36 sub-development areas; and
  • Project priorities from the Parks and Recreation Master Plan.

This process builds on earlier engagement with stakeholders held throughout 2021 and continues the City’s commitment to transparency and fiscal responsibility.

Key Dates:

Dates for public release of the Background Study and Council consideration of the new by-law are still to be finalized. Updates will be posted on this page as available.
