New Noise By-law refines the noise regulation framework through clearer definitions, detailed prohibitions, and comprehensive exemptions.

Language and layout

  • Made to be gender neutral

    • Noise prohibited at all times

    • Noise exemptions

Noise exemptions

Additions to the proposed noise exemptions (Schedule C):

  • Generators being run in connection to an electric power outage
  • Generators used for the curing of concrete during active construction
  • Filming activities
  • Clarified exemptions for municipal and emergency operations

Temporary Noise Exemption Permits

Applications are issued by the Clerk instead of Council and require:

  • More detailed event info
  • A designated on-site agent
  • Proof of circulation of a notice of intention to apply for any exemption to this By-law, in the form of a document as prescribed by the City, to all residences within a 120 metre radius of the subject property

Orders and Enforcement

  • Introduces an Order to Comply to allow for the issuance of orders to cease potential noise
  • Enables officers to direct cessation of noise and order individuals to vacate public spaces
  • Introduces a Noise Reporting Package to help residents document issues when enforcement officers are unavailable
  • Explicit penalties for interfering with inspection or failing to provide ID
