Between 2019 and 2024, the Belleville and Point Anne Hamlet Drinking Water Systems have met all requirements of Ontario’s Drinking Water Quality Standards (O. Reg. 169/03) under the Safe Drinking Water Act, 2002 which outlines the standards for 151 microbiological, chemical, and radiological parameters based on Health Canada’s Drinking Water Quality Guidelines with a total of 9 Corrective Actions during that time for Chlorine, Sodium, Total Coliforms and TC.
Municipalities that operate drinking water systems must publish annual reports that summarize their test results, corrective actions, major expenses.
Annual reports dating back to 2008 for the Belleville Drinking Water System are available to the public, upon request and free of charge, by contacting the Water Operations Centre.
Belleville’s Gerry O’Connor Water Treatment Plant sources water from the Bay of Quinte
The City of Belleville obtains their drinking water through surface water intakes located in the Bay of Quinte. The Gerry O’Connor Water Treatment Plant is located at the southern end of Sidney Street at 2 Sidney Street, Belleville, Ontario. In 2019, the plant served 40,000 people: 11,500 residential connections, 6,018 apartment dwellings and 400 residential connections in Rossmore and Fenwood Gardens.
The Point Anne Hamlet Water Treatment Plant’s intake provided water to 55 people (22 connections) in 2019. It is a gravity intake pipe in the Bay of Quinte that supplies an intake well.
In addition to the Gerry O’Connor Water Treatment Plant, Belleville provides drinking water to 400 residents in Prince Edward County (Rossmore and Fenwood Gardens).
Zwicks Island Landfill site a threat to drinking water quality
The Gerry O’Connor Water Treatment plant is located next to Zwicks Park. Historically, this location was known as the Zwicks Island Landfill which is now considered a significant condition based threat in the IPZ 1. Due to the past land use activities, contamination from this condition could affect the drinking water source.
