Canada has approved a proposal by the Government of Quebec to temporarily pause the Temporary Foreign Worker program starting September 3, 2024 for a period of 6 months. The freeze applies to new and renewal temporary foreign worker applications for jobs in the Montreal area that have wages below $27.47 per hour, which is the median hourly wage in Quebec. It is expected to reduce the number of temporary immigrants by 3,500.

As a result of Quebec’s plan, the federal government will suspend the processing of LMIA applications.
Our government is focused on preserving the integrity of the Temporary Foreign Worker Program, making sure that employers resort to it only when there are no qualified workers already in Canada available to fill open job positions.

The freeze won’t apply to:
- Health
- Education
- Construction
- Agriculture
- Food processing
Quebec currently has 600,000 non-permanent residents, a figure which has doubled since 2021. 180,000 which are managed by the province and 420,000 by the federal government.
