In response to the community interest (petition and deputation) in preserving the West Hill Green Space, Staff have prepared an alternative option for the affordable housing project for Council’s consideration.
The options presented are:
- 150 units of affordable housing and 0.75-1 acre of parkland (original)
- 100 units of affordable housing and 2.7 acres of parkland (alternative)
Option #2 (alternative)
The alternative option would provide approximately 0.8 ha (2 acres) of parkland, concentrated at the southern end of the site. The current location of the playground facilities and community garden beds would be repurposed for the affordable housing development. The former school building would remain, and Staff will leave the onus on the developer to propose appropriate uses for the existing building. If this option were pursued, upon the redevelopment of the subject lands, the existing playground would need to be removed. New playground equipment and recreation facilities would be installed in the dedicated parkland area when budget is available.
When comparing the two options mentioned above, key factors that were considered include housing density and land efficiency, housing mix, impacts on parkland and the surrounding neighbourhood, complexity of project implementation, and long-term benefits.
Option #2 (alternative) may result in a lower financial return
From a land disposition perspective, by proceeding with Option #2, it may result in a lower financial return. This is primarily due to the likely reduction in the number of units, decreased development potential, and smaller area available for disposition. Upon receipt of submissions,
internal review may include an evaluation of potential tax implications.
Staff recommend Option #2
It is recommended that Council proceed with Option #2 to strike a balance between housing and parkland needs. Managing the temporary playground removal will be an important consideration, and Council may want to discuss the potential to prioritize a new playground and other recreational facilities for the subject lands in the deliberations for the 10-Year Capital Plan.
