Municipal Procedure Bylaws required in Ontario

Every municipality and local board shall pass a procedure by-law for governing the calling, place and proceedings of meetings.

The procedure by-law shall provide for public notice of meetings.

The procedure by-law may provide that meetings be held and public offices be kept at a place outside the municipality within an adjacent municipality.

Procedural Bylaw review

In 2021, Guelph reviewed their Procedural Bylaw, specifically looking at:

  • Participation in Council meetings such as delegation, presentations, written submissions and petitions and electronic participation in meetings.
  • Council being able to vote by proxy if they are absent from a meeting.
  • Any other parts of the bylaw you think can be improved.
